For pulp production industry, resources are the key issues. The cutting age of wood growing in Japan is generally 50-60 years (such as Chinese fir, juniper and larch), and it can be 30 years at a minimum. In view of the shortage of wood, the Japanese industry has adopted the way of producing wood (tree planting) in foreign countries with better weather conditions, and successfully shortened the above time to 5-12 years. In the north of China, a batch of fast-growing poplar paper-making forest bases have been built, while in the south, horse tail forest and Eucalyptus are the main fast-growing trees.
2、 Elimination mechanism to relieve the pressure of raw material shortage
Experts believe that in order to make the industrial cluster develop healthily, two elimination mechanisms must be used, one is the natural elimination mechanism of the market, the other is the elimination mechanism formed by the government policy intervention. In 2003, China's paper industry encountered the impact of the tight supply and demand relationship between fiber raw materials, coal and oil and the substantial price increase of raw materials. The production cost rose sharply, the sales price of products was difficult to rise, and the profit space decreased. The market naturally started the mechanism of survival of the fittest. In the paper industry cluster with strong hands, small paper mills naturally became victims.
In addition to market behavior, relevant government departments have issued policies such as environmental protection, which are also increasing the elimination of small paper mills. In recent years, in order to solve the structural pollution of raw materials, Shandong Province has closed more than 40 wheat straw pulping production lines.
3、 Industrial layout should be included in ecological circular economy
In order to solve the resource shortage caused by paper industry cluster, experts believe that when approving large-scale paper-making projects, relevant departments must consider raw materials and water in combination with local reality; on the other hand, the industry should make good use of "ecological" recycling of raw materials.
Guo Shui, a paper expert, said that in recent years, foreign paper developed countries have taken the road of "ecological recycling" using raw materials. The so-called recycling refers to the combination of forest and paper and the small recycling of waste paper. The complete chain of the two recycling ensures the sustainable development of paper industry.
In the past, we didn't have the concept of recycling raw materials, and now we have this awareness. It is not difficult to see that the consumption of domestic paper or imported waste paper in China paper industry is increasing from the annual report of 2003. But this is only on the small cycle, objectively speaking, at present, the Chinese paper industry in the use of raw materials, the large cycle only stays on the concept. Because China's first paper forest has not been cut, and the area of forest cultivation is still small, which can not meet the needs of the paper industry.
At present, China paper industry must take the way of recycling raw materials, which is the guarantee of sustainable development of paper industry. This requires more efforts by the industry to implement the concept of big cycle.
